A 23er was a slang word used to refer to veteran, former agents of Alliance Intelligence.

Agents of Alliance Intelligence had to perform exactly twenty field assignments before facing mandatory retirement. Statistically, only 23% of the agents survived to reach retirement, which led to the use of the term 23er.^[1]

A number of 23ers worked as Alliance observers.^[2]
