Abam Tev was a female Imperial Governor of a poor, outlying system. KDY outsourced production of the A-9 Vigilance to her world because she ran her shipyards without any concern for the welfare of the workers. The workers eventually overthrew her and allied with the New Republic around 10 ABY, providing them with A-9s.
