This naval rank was reserved for those Admirals in charge of their respective Core worlds planetary navies. Since these Admirals were in service to their own respective governments their authority extended only to ships operating within their local sectors. It was not uncommon for some Republic Admirals to declare that they had no homeworld in order to avoid this position, such that they could continue to serve in the Republic Navy and compete for the rank of Admiral of the Fleet.
