Although this article is based on canonical information, the actual name of this subject is pure conjecture.

This unknown male was the Admiral of the Fleet during the Mandalorian Wars. He was based on Coruscant. Following the Battle of Serroco, he made an official protest with the Galactic Republic government over the positioning of the Republic Army near the Stereb cities. After the destruction of the Arkanian Legacy he welcomed Saul Karath back to Coruscant.
