In actuality, Lorian Nod had come up with the idea to scare the populace as part of his bid to take over Junction 5. The raid of Cilia Dil and her rebels on the Ministry of Offense and Defense proved the Annihilator to be a hoax when they discovered plans for it in a file named "Misinformation."
