Arbiters were the equivalent of lawyers in the Ahto City Civil Authority. An arbiter was expected to be impartial and a neutral observer; however, not only Selkath served in the position. Sith and Republic officers could be arbiters during the Jedi Civil War, even in cases involving the other party. Bwa'lass and Revan both held the position, as well.
