Bail Antilles was a human member of the Galactic Alliance. By the time of the Sith-Imperial War, he was a member of the Triumvirate, the organization in charge of the Galactic Alliance government.
In 130 ABY, when the Galactic Alliance obtained intel about a meeting on the orbit of Caamas between Emperor Roan Fel and envoys of the Chiss Ascendancy and the Hapes Consortium about a possible alliance, Antilles was convinced by fellow Triumvir Nu Toreena and Rear Admiral Piers Petan to follow the latters plan of performing an attack with the goal of killing or capturing Emperor Fel.
As it turned out, the information was nothing more than an Imperial bait to lure the Galactic Alliance Defense Fleet into a trap. In the resulting battle, the Galactic Alliance was defeated and then surrendered to the Empire, giving it the opportunity to occupy Coruscant.

Bail Antilles was presumably named for the Senator of Alderaan Sector prior to and during the events of the Invasion of Naboo. As the surname Antilles is fairly common, he could be a descendent of either Wedge Antilles or Raymus Antilles, or indeed of another family called Antilles.
