Blackart was the King of Solay.

He ruled the planet viciously, from c. 46 BBY until the Galactic Civil War, becoming one of the Empire's loyal subjects following its creation. During his reign, the planet was at war for over fifty years.
As the Galactic Civil War came to a close, Solay was liberated from Blackart due to Luke Skywalker's intervention. Despite this victory, the local Imperial forces invaded the world, intending to rule it directly. Blackart attempted to escape the planet before they arrived, but was stopped by Skywalker and stranded there.

Blackart is a play on of 'black heart'. There is also a character in Marvel Comics named Blackheart.
