The Bureau of Patriotic Defense was formed on the planet Troxar during the Clone Wars, and was officially neutral. However, its members were loyal to the Separatists, and planned to feign surrendering to the Republic in order to allow Separatist forces to move in and take the planet after clone trooper forces had pulled out. Darth Sidious instructed Count Dooku to forestall this action, using Troxar as a battleground where Republic forces continued to be killed for no apparent reason.
