C. Drover was a Sergeant in the Cularin Militia.

During the Clone Wars, Drover sent an internal memo to Osten Dal'Nay, the leader of the Militia, concerning the creation of Division Cloud Force, a military unit that was specialized for operations on the gas planet Genarius. The memo was later leaked to the press and Dal'Nay denied that Drover even existed, when asked about the memo.
