Lieutenant Cel was a member of the Galactic Alliance Defense Force.

When Cel was ten, Coruscant was besieged by Grand Admiral Thrawn, and it inspired her to join the Defense Force. She served as communications officer on the Mon Mothma during the Yuuzhan Vong War, when General Wedge Antilles used the vessel as his flagship.
