The Chasin Document was a revised version of General Garm Bel Iblis Operation Blue Plug. The Chasin Document was never put into motion because it's intended target Commenor ousted it's Imperial rulers on it's own. The Plan was illegally created by slicing into classified files, presumably done by Jacen Solo and/or his Galactic Alliance Guard.
