Chom Frey Kaa was a corpulent white Twi'lek senator in the days of the Galactic Republic. Like Orn Free Taa, he differed from the normal Twi'lek in that he had four headtails instead of the normal two. In addition, he had three fingers and a thumb instead of the normal four fingers and thumb of most other Twi'leks.

Kaa was responsible for the glitteryll scandal that cost Jedi Quinlan Vos and Aayla Secura their memories. He arranged for the smuggler Vilmarh Grahrk to ship spider eggs from Kessel to Ryloth, as well as transporting the amnesiac Vos to Nar Shaddaa. He also placed a bounty on the head of Vos to see who could kill or capture him first.
Chom Frey Kaa was eventually confronted by Vos and Grahrk, where he foolishly boasted of his crimes to an apparently captured Vos. However, this confession was recorded by Grahrk's droid, which allowed Mace Windu to take Chom Frey Kaa to the Supreme Court.
