Technically, the first clone stormtroopers were the clone shock troopers who, during the Clone Wars, guarded Coruscant and were termed "stormtroopers." In the Declaration of a New Order, Palpatine gave this name to all clone troopers.

After the Old Republic's reorganization into the first Galactic Empire, the first stormtroopers were all clones of the late bounty hunter Jango Fett. Thus the Grand Army of the Republic became re-established as the feared Stormtrooper Corps, fully composed of the remaining clones from Kamino and the additional millions of clones grown through Spaarti technology on Coruscant and Centax-2.

At this time, clone troopers were not only the ones grown on Kamino from Jango Fett. At least 40% of the Empire's clones in 19 BBY were so-called "GeNodes," and others were products of Spaarti cloning cylinders. One month after the end of the Clone Wars, three new stormtrooper batches were being cloned in the Outer Rim Territories.

[edit] Sa Cuis' clones

As an experiment, Sa Cuis, an Emperor's Hand, was cloned to create a batch of entirely Force-sensitive stormtroopers. The initial success of these new stormtroopers were most impressive and Darth Vader even considered transferring them into the 501st Legion (despite the fact that it still comprised only Jango Fett's clones at the time). Because of the fact that these experimental stormtroopers had participated in the attempted assassination of both the Emperor and Darth Vader, the Force-sensitive stormtroopers were not put into mass production as the Emperor originally intended.

Due to the perceived dangers of rival clone armies, the Empire banned cloning and continued its clone stormtrooper program in secret. All operational cloning facilities were under the highest Imperial classification and security. This was presumably aided by public recruitment of stormtroopers, the use of multiple prime clones, the omnipresent concealing stormtrooper armor, and the fact that the prevalent GeNode clones were neither released from service nor aware they were clones. However, the Stormtrooper Corps was exclusively clones until 9 BBY, at which time non-clone volunteers were allowed in (despite the objections of the ISB).

Although the Imperial military became divided almost equally between clones and recruits, clone stormtroopers were still the naturally preferred soldiers of the Empire. The greatest advantage of the clones as opposed to the recruits was their programmed loyalty to the Empire, and especially the Emperor. It was this ingrained loyalty that Palpatine used to annihilate the Jedi Order and destroy the Galactic Republic in order to pave the way for the birth of the New Order. Yet this advantage also proved to be a severe threat to the Empire's rule as well. There were at least two rebellions where clones were used to fight against the Empire's authority: One on Kamino when Kaminoan rebels used a batch of rebel Fett clones, and another one where Grand Moff Trachta had had Captain Carsan train a number of unique clone stormtroopers from birth for his attempt to overthrow Palpatine and Darth Vader several months before the Battle of Yavin. All of them were killed when the plan failed.

[edit] Thrawn's use

As it was, by 9 ABY, Thrawn's use of clone stormtroopers was considered revolutionary and unpredictable by both Imperial and New Republic officers. Strangely enough, as of at least 1 ABY, the use of clone stormtroopers was common knowledge among even the most junior of Imperial officers.

By 22 ABY, production of clone stormtroopers had ceased, possibly due to the end of the Galactic Civil War and loss of Imperial assets.
