Cloud Lake, located in the city Ussa on the planet Bellassa, was the one of the seven lakes within the city boundaries, and gave its name to the surrounding city district. Cloud Lake District was adjacent to Bluestone Lake District.

On an outer band of the Cloud Lake District, near a warehouse cluster, was a quiet street that held small businesses and shops, including the business office of Ferus Olin and Roan Lands, next to Dorma's Cafe, across the street from Mariana's Exquisite Designs and Alterations. Other businesses on this street included an accounting office, a shop specializing in ceramic teapots and plates, and an art gallery.

After the Imperial takeover of Bellassa, the local economy of Cloud Lake began to decline, with businesses failing or having to secretly cater to the Imperial garrison.
