The communication wave descrambler was a device developed by the Galactic Alliance during the Second Galactic Civil War. Used by the GAG to unscramble communications of the enemy, its existence was kept a closely-guarded secret.

Some, including Admiral Ratobo, feared that the military advisers of the Confederation had stolen the technology during the Second Galactic Civil War.
