Amidala: "Members of the Senate, do you hear yourselves? More money, more clones, more war. Say nothing of fiscal responsibility, what about moral responsibility? Hasn't this war gone on long enough?"
Saam: "Senator Amidala, are you suggesting we surrender to the Separatists?"
Amidala: "Of course not. But negotiation might be a better course of action."
Rab: "You can't negotiate with those animals! Keep the war going! Vote now!"
―Senators Padmé Amidala, Gume Saam and Mot-Not Rab debate about the war[1]

This peace initiative was a proposal created by the Separatist Senate in the hope of achieving a diplomatic end to the Clone Wars. Certain Republic Senators, such as Bail Organa and Padmé Amidala, were in favor of the proposal, but a number of factors ultimately resulted in the proposal not being passed and the war continuing, mainly the bombing of Coruscant's central power distribution grid.[4]

History[]

The initiative[]

"Surely there's room in the galaxy for Confederate and Republic planets to coexist. I move that we immediately open peace negotiations with Chancellor Palpatine on Coruscant."
―Bonteri moves to discuss peace with the Republic[1]

When Republic Senator Gume Saam of the Techno Union brought forth the Republic financial reform bill to negotiate more funds from the InterGalactic Banking Clan to allow for the production of more clone troopers, the discussion was tabled when Senator Padmé Amidala pleaded with the Senate to begin peace talks with the Confederacy of Independent Systems, starting the peace initiative. When her proposal was met with support from multiple senators, Amidala secretly traveled to Raxus Secundus to meet with her friend and now-Separatist Senator Mina Bonteri. Meanwhile, Senator Saam and Senators Lott Dod of the Trade Federation and Nix Card of the Banking Clan began to formulate a way to stop the peace talks in order for their companies to continue profiting from the war.[1]

Amidala was accompanied by Jedi Padawan Ahsoka Tano as she met with Senator Bonteri.[1] Introducing the motion alongside her friend and associate Tawni Ames, the governor of the planet Desix,[2] Bonteri's measure was ultimately supported in the Separatist Senate.[1]

In secret, Count Dooku planned to sabotage the peace talks, tasking General Grievous with orchestrating a bombing of Coruscant's central power distribution grid. Demolition droids infiltrated the power grid as the initiative was being voted on. When the attack was successful, the Republic Senate overwhelmingly agreed to end the initiative, not willing to deal with the Separatists who seemed to backstab them during peace talks.[1] The Separatists, meanwhile, were told that Palpatine had rejected their plea for peace.[2] When the Republic retaliated with a supposed attack on Confederate people, Dooku formally withdrew the treaty.[4]

Legacy[]

"Peace? There was a time I believed in that. So much so, my colleague Mina Bonteri and I put forth a treaty with Separatists and Republic senators alike to end the war. Your Supreme Chancellor rejected it. I realized then, peace was never an option."
―Tawni Ames[2]

The failure of the initiative for peace convinced Ames that the Republic never actually intended for the war to end, instead only using it to further its power. With the Proclamation of the New Order and the Republic's transformation into the Galactic Empire Tawni's belief into the Separatist cause was reinforced and she refused to acknowledge Desix's new Imperial governor Grotton, instead taking him hostage in Desix City and demanding that her planet and people be free from Imperial rule. Tawni was eventually killed by genetically defective clone CT-9904 "Crosshair" who was sent by Vice Admiral Edmon Rampart, along with clone stormtrooper commander CC-2224 "Cody" to free Grotton and restore Imperial rule to the planet. Before her death, she recalled the Confederate-Republic peace initiative's failure to Cody, eventually inspiring him to desert the Imperial army and go AWOL.[2]
