The Coruscant Security Force, informally referred to as the Coruscant police and Coruscant police force, was the law enforcement agency in charge of maintaining order on the galactic capital planet of Coruscant. It was responsible for conducting patrols, enforcing the law, and conducting criminal investigations. Though staffed by sentient police officers, droids were utilized as well and a more common sight, especially on the upper levels. They included different kinds of droids, specifically police droids and police probes. The lower levels of Coruscant were patrolled by the Coruscant Security Force's Underworld Police division.

The Coruscant police had a variety of airspeeders at their disposal for patrolling and transporting. The BARC speeder was mostly utilized by police droids to patrol and respond to incidents. Larger vehicles such as the Coruscant police speeder were used for patrol but also to transport prisoners. The Republic police gunship was used to show an increased presence as well as provide for the deployment of police forces from the troop bay. Police officers on the upper levels would generally wear a blue uniform displaying their rank and the police symbol. However, those that patrolled the underworld, wore leather and metal armor of shades of gray and yellow to protect them from the harsh work of policing the lower levels.

Officers with the Coruscant Security Force held ranks such as lieutenant. Police detectives supervised investigations and would sometimes be referred to as inspectors. The Coruscant police was assisted by various other organizations in policing Coruscant. This included the Senate Guard, the elite protectors of the Galactic Senate and the Senate District, and the Jedi Order, from which various Jedi became experts in Coruscant's criminal underworld. During the Clone Wars between the Galactic Republic and the Confederacy of Independent Systems, the new Grand Army of the Republic established the Coruscant Guard. Composed of clone shock troopers, they were responsible for protecting important facilities and members of the Republic government. They also worked closely with the police in patrolling the streets of Coruscant.

The Coruscant police became involved in several incidents, namely searching for Duchess of Mandalore Satine Kryze, investigating the kidnapping of the daughters of Chairman Papanoida during the Pantora blockade, arresting bounty hunters Chata Hyoki and Robonino after they attacked various Senators, investigating the murders of Senators Onaconda Farr and Mee Deechi, and pursuing rogue Jedi Ahsoka Tano after her escape from the Republic military base.

The Coruscant Security Force[1], also called the Coruscant police force[4] or simply Coruscant police,[2] was the law enforcement agency in charge of maintaining order on the galactic capital planet of Coruscant.[1] It was composed of both sentient police officers and mechanical police droids who assisted in patrolling the vast reaches of Coruscant and in general were a more common sight then flesh and blood cops.[4] Police probes were also used to assist in spotting crime and would then alert the nearest police units to respond to the scene.[5] The automated police droids were specifically utilized on the upper levels of the city and stood in contrast to the burly Underworld Police who patrolled Coruscant's lower levels.[2]

Sentient police officers could achieve various ranks such as lieutenant. Detectives could be referred to as "inspector" or by their rank.[6] Members of the Jedi Order would at times assist the Coruscant police and using their connection to the Force could solves crimes faster then the some of the most seasoned of detectives. In assisting the police, certain Jedi became experts in various areas of law enforcement and Coruscant's criminal underworld.[7] The Coruscant Security Force was also assisted by the Senate Guard, the elite protectors of the Galactic Senate. As the Senate Guard was responsible for protecting the Senate District, they shared jurisdiction with the Coruscant police.[6][8] The Coruscant Security Force could be reached by their emergency call number of 9–1–1.[9]

Coruscant cops in the underworld

The Coruscant police uniform mostly consisted of shades of navy blue, gray and yellow. Higher ranking officers such as lieutenants would wear navy blue tunics and pants, black boots, and a yellow utility belt with a silver buckle and a shoulder strap that attached to the belt. Stripes on the sleeves would indicate rank and a yellow band worn on the left arm displayed the police symbol.[1] Cops assigned to the Underworld Police would wear heavy leather and metal armor in dark gray with yellow shoulder pads to protect them from the harsh and cut-throat environment of the Coruscant underworld. The armor covered their faces, revealing only mechanical eye coverings. Their uniforms gave them a presence of anonymity and authority. It also had the effect of gaining them a mystic reputation as few knew if they were humanoid, droids, or something else.[2]

Police officers were armed with blaster pistols,[1] with heavy pistols carried by officers in the underworld[10] and other variations by the police droids.[3] Both sentient cops and police droids also carried batons and stuncuffs.[6] To patrol the vast skylanes of the city, the police utilized a variety of patrol craft. The BARC speeder was frequently used for patrol and pursuit duties by police droids in the upper levels. The Coruscant police speeder served as a patrol and pursuit airspeeder and was used to transport prisoners on both the surface levels and in the underworld. Indicated on the speeder would be its patrol area such as police sector 417.[9] With the introduction of the Republic police gunship, the Coruscant police was able to increase their visibility. The gunship also had fixed laser canons and a troop bay that allowed for the quick deployment of police forces into volatile areas.[4]

History

Assassinations and intrigues

When Senator Padmé Amidala of the Galactic Republic became the victim of an attempted assassination. At the request of Supreme Chancellor Sheev Palpatine, the Jedi Council assigned Jedi Knight Obi-Wan Kenobi and his padawan, Anakin Skywalker, to protect the Senator. However, Skywalker felt that the job of protecting the Senator should be the job of the local security forces so that they could investigate the assassination attempt itself. A short time later, the Clone Wars broke out between the Republic and the Confederacy of Independent Systems. At the Battle of Geonosis, the Republic fielded the Grand Army of the Republic of clone trooper.[11] As part of the increasing security changes, clone shock trooper from the Coruscant Guard were stationed on Coruscant. Though their primary responsibilities were to provide a military presence for the capital and to protect important government buildings,[4] the shock troopers quickly took on a larger role of providing police services and were stationed across Coruscant to patrol the streets with Coruscant police units.[5]

Later after the star of the war,[12] the Coruscant Security Force was called in by Jedi Master Tera Sinube—an expert in the workings of Coruscant's criminal underworld—to assist in the investigation of the murder of Trandoshan assassin Nack Movers. Upon their arrival, they found that one of the suspects, Cassie Cryar, had escaped, with Jedi Padawan Ahsoka Tano in pursuit. The other suspect, Ione Marcy, escaped as well upon the police's arrival, but not before Sinube placed a tracking device on her. Both suspects were eventually traced to a train station, where they were confronted by the police and the Jedi. Marcy was apprehended, and after a brief attempt at taking hostages, Cryar was arrested as well. The incident resulted in the dismantling of two Coruscant police droids by Cryar when she used Tano's lightsaber to try to escape.[13]

A time later,[12] Coruscant police forces were patrolling the Coruscant underlevels when the Duchess of Mandalore, Satine Kryze, was found next to the body of a Republic Ministry of Intelligence agent, Davu Golec. Although a Death Watch assassin had murdered Golec, the police probe that found Kryze noticed that she had a weapon and identified her as a suspect. The Duchess fled, resulting in a chase by the Coruscant police droids and Coruscant Guard troops as well as the Death Watch assassin himself. Kryze was able to elude them by tricking them into believing that she had escaped in an airspeeder in a different direction. While the police kept searching for her, she met with Jedi Master Kenobi in Coruscant Park and gave him a video concerning Republic aid for Mandalore. With the information in secure hands, she surrendered to Senate Guards at the Senate Building. The video was played for the Senate, resulting in the Duchess's extortion and the resolution of the situation.[5]

A while after that,[12] Police Lieutenant Tan Divo was called to investigate the kidnapping of Chi Eekway and Che Amanwe, the daughters of the Pantoran Chairman Papanoida. However, in their search of Papanoida's apartment, the police failed to realize that Papanoida's Icon of the Moon Goddess had been misplaced and so missed the trace amount of blood, left there by the kidnappers, underneath the statue. After the police left the apartment, Chairman Papanoida discovered the blood when replacing his idol. An analysis of the blood showed it to be that of Greedo, a Rodian bounty hunter from Tatooine. Papanoida and his son, Ion, recovered Chi Eekway on Tatooine, and Che Amanwe was found aboard a Trade Federation battleship by Senator Riyo Chuchi and Jedi Padawan Tano, who had been instructed by her Master, Anakin Skywalker, to assist unofficially in the investigation since the Jedi could not officially interfere with a matter delegated to the local police.[14]

A short time later,[12] during a debate in the Senate over a Republic military spending bill, several Republic senators were attacked in an attempt at intimidation. One attack was against Naboo Senator Padmé Amidala by the bounty hunters Chata Hyoki and Robonino, whom the Separatist Head of State Count Dooku had hired to kill her. Two police droids, seeing Amidala being attacked outside of Senator Christo's apartment, interfered, although the thugs shot them and destroyed them by beating their heads on the ground. Amidala escaped in a speeder, with the two assailants in pursuit. Amidala was able to shake off Robonino and Hyoki as she fled past two police droids holding a position in a Coruscant police speeder. They noticed the speeding Amidala and also took after her, identifying her speeder was officially stolen.[15]

Several other police speeders joined the chase and surrounded the senator, stopping her for the theft of the speeder. Amidala was released from their custody after the situation had been explained, but the two thugs had already escaped. Later, Hyoki and Robonino attacked Alderaan Senator Bail Organa in the Senate Building parking area. Organa called for help, and his guards engaged the attackers. The Coruscant Security Force immediately responded to the scene, and upon arriving in the hanger, one of the police droid–driven speeders slammed into Robonino, knocking him unconscious. The police droids engaged Hyoki and overwhelmed him at which point Hyoki was also taken into custody.[15]

Immediately thereafter, the Senate continued debating to decrease military spending. After a speech by Senator Amidala promoting the bill, the proponents of the legislation—including Senators Onaconda Farr, Mon Mothma, and Bail Organa, along with Farr's assistant, Lolo Purs—withdrew to Amidala's office. While enjoying refreshments including wine, Farr choked and died. The Coruscant Security Force was called in and responded to investigate the suspicious death and Divo was assigned as the inspector on the case. Samples were taken of the drinks, and the forensics report concluded that a poison had been given to the Senator, thereby classifying the death as a homicide. After the Senator's funeral, Farr's political allies were summoned to Supreme Chancellor Palpatine's office in the Republic executive building. There, Divo revealed that Farr had not died of natural causes but had in fact been murdered. Amidala suggested that Farr had been killed because of someone who was angry over the proposed military spending reduction bill. Divo was dismissive of that idea and told the senators to stay out of his investigation.[6]

Not convinced by Divo's assurances, Amidala decided to pursue her own theory. She began by questioning Farr's political enemies, Senators Mee Deechi and Halle Burtoni. Deechi revealed that he had Farr followed to dig up dirt on the Senator and that the night before his death, Farr had gone to the Coruscant docks for a clandestine meeting. Though reminded by her friends that Divo had ordered them to stay out of the investigation, Amidala went to the docks with Organa. There, they were ambushed and shot at though they did not know the identity of the attacker. The disturbance alerted Coruscant police forces and they responded and secured the crime scene. After arriving on the scene himself, Divo expressed his annoyance at Amidala's actions that not only had she failed to inform him of her lead at the docks, but she had also made his job more difficult by alerting the killer to the fact that the investigation was closing in on the culprit. During the conversation, Amidala came to believe that Deechi might have been responsible for the attempt on her life, as he was the one who had told her about the docks. Though Divo tried to tell her to slow down, she ignored him, and the frustrated inspector followed her and Organa back to Deechi's office. There, they found Deechi stabbed to death in his chair.[6]

In order to secure the lives of the individuals involved in the case including Senators Amidala and Organa as well as Farr's assistant Lolo Purs, Divo gathered all of them together at the Senate Building and told them they would be placed under the protection of Coruscant police and Senate Guard forces. However, Lolo Purs refused and left the room. Divo questioned the remaining persons about who else had been aware that Amidala and Organa were going to the docks. In response, Amidala stated that the only other person who had known was Senator Burtoni. Though Divo tried to locate Burtoni, she was nowhere to be found.[6]

Divo returned to the senators in time for Purs to burst in and claim that Burtoni had attacked her. Divo ordered the Senate Guards and Coruscant police droids to find Burtoni, and the police conducted a search of her office, without success. Eventually they were able to capture her and bring her to the Chancellor's office, where several individuals involved with the case, including Amidala and Organa as well as Chancellor Palpatine, were waiting. Initial questioning by Divo led Burtoni to deny any involvement in both Farr's murder and the attack on Purs. Divo then revealed that a forensics report indicated that the poison used to kill Farr, one that was lethal only to Rodians, was Kaminoan-made in origin. With that evidence in hand, Divo ordered Burtoni taken away.[6]

However, at that point, Amidala noticed that since the poison must have been in everyone's drink, Purs should have died as well, as she was also Rodian. Amidala then remembered that Purs had not drunk anything. Purs, feeling revealed and exposed, pulled out a small blaster and took Amidala hostage. When asked why by Amidala, Purs answered that she had killed Farr because of the war he had brought to Rodia and that a new and morally stronger leader was needed. As Deechi had known about the meeting, Purs had felt that he had to be removed as well. Her confession validated Divo's original theory, as it had been a mistake from Farr's past that had led to his murder. During the conversation, Divo, unnoticed by Purs, discreetly activated the police droids outside of the Chancellor's office. They surprised Purs at the door, allowing Amidala to break away and knock her unconscious. The police droids and Divo then took Purs into custody.[6]

As the war progressed,[12] an explosion occurred at the Jedi Temple Docking Complex that killed six Jedi and several clone troopers and Temple employees. The investigation by Crime Scene Analysis Droid Russo-ISC and Jedi Anakin Skywalker and Ahsoka Tano, found that Letta Turmond, the wife of Temple employee Jackar Bowmani, had fed him volatile nano-droids which then exploded killing Bowmani and causing the bombing at the Temple. Turmond was arrested and held at the Republic military base.[16] When Tano went to visit her, Turmond was killed using a Force choke making Tano seem to be the murder. Though unknown to all, the true murderer was rogue Jedi Barriss Offee. However, Tano was arrested by the Coruscant Guard and placed in a cell.[17]

However, Tano managed to escape with, to her unknown, the assistance of Barriss Offee. During the escape, several Coruscant Guards were killed by a lightsaber leading the pursuing troopers to believe it was Tano.[17] In response to this, the Jedi Council ordered Tano's arrest. The Coruscant police was told that she had been last seen fleeing to the lower levels, and so the underworld police divisions were also put on high alert. Tano managed to temporarily avoid notice by using a cloak to hide her identity. However, at one point two officers boarded a Coruscant train that Tano was on and they began checking IDs of the passengers. As Tano attempted to leave the train at the next station, she ran into three more officers on the platform. The cops identified Tano and moved in to arrest her. Tano pushed the officers away using the Force, throwing one back onto the platform. He signaled ahead to other units as the train left the station and the remaining four officers gave chase.[18]

Dodging passengers, Tano fled through the train cars. A civilian attempted to hold her and the police officers managed to briefly overpower her. However, Tano fought them off during the scuffle and opened a door of the train. She then jumped onto the adjacent platform as the train passed. Believing herself safe, Tano began walking away. Three officers standing on the platform then noticed her and ordered her to stop. Tano fled from the station and towards an open turbolift door. The cops, seeing they were about to loose their quarry, opened fire on her with their blasters, but Tano had already entered a lift by that time had escaped the officers' shots. The search continued and shortly thereafter, two police officers on Level 1315 spotted an explosion at a warehouse. They gave an alert to a search group composed of Jedi Knight Anakin Skywalker, Jedi Master Plo Koon, and Coruscant Guard troopers, all of whom responded and were able to capture Tano at the warehouse.[18]

By the end of the Clone Wars, the aging police droids were gradually phased out[19] and clone troopers became an increasing sight in enforcing law and order.[4] During the time of the Galactic Empire, Coruscant police would sometimes conduct patrols accompanied by Imperial Stormtroopers.[20]

Security forces, and the Underworld Police specifically, dealt with the Old Market Sector riots in the aftermath of the relocation of the Mon Calamari living on Coruscant, though they were assisted by the stormtroopers. There was also major rioting resulting from vigils held in the aftermath of the Destruction of Alderaan. The police and stormtroopers were called in to disperse the crowds and the troops marched into the street and opened fire with their blasters. One of the causalities was Reffe who died during his tirade against the Empire. The next day, the security forces arrested anyone caught in the streets and then assisted Imperial forces the following day who began to relocate and detain Alderaanians.[20]

At one point after the relocation of the Alderaanians, a Underworld Police officer was on patrol with a Stormtrooper when they entered a cantina on level Level 1997. Recognizing two Alderaanian juveniles, Santiago and Anandra Milon, from his facial recognition display, the stormtrooper gave chase on his own, leaving the underworld cop behind. The Stormtrooper was able to catch up with Anandra and attempted to arrest her. However, during the struggle, a Herglic came to Anandra's rescue, overpowered the Stormtrooper and threw him over the level's railing, killing him.[20]

Tan Divo held the rank of lieutenant and served as an inspector for the Coruscant Security Force during the Clone Wars. A dedicated law officer, Divo believed that without rules, order could not exist.[1] Throughout his investigation of the murder of Senator Onaconda Farr, Divo went by the book. He was very annoyed when Senator Padmé Amidala did not inform him that she was conducting her own private investigation, and felt that her actions were thus out of line since he was the investigator and she was not. Divo had a dry sense of humor, and was very logical and analytical. When he believed that he had the right answer based on the evidence, he would pursue it with enthusiasm, sometimes to the point of blindness for other theories. As with most police officers, he showed a dislike for paperwork.[6]

The Coruscant Underworld Police were police officers of the Coruscant Security Force assigned specifically to patrol the lower levels of the planet Coruscant. Those officers who were assigned to the underworld were notoriously hardened and burly cops, as opposed to the sleek police droids primarily assigned to the upper levels of Galactic City. Underworld Police officers wore heavy leather and metal armor with mechanical eye coverings, which gave them extra protection and anonymity, while denoting an authoritative presence.[2] Underworld cops took part in the search for fugitive Jedi Padawan Ahsoka Tano, who was eventually captured.[18]

The police droids were utilized by the Coruscant police to assist with law enforcement during the waning years of the Galactic Republic. The blue-gray droids had masculine programing and were humanoid in shape, with a head that formed into a cylindrical helmet. They patrolled the upper levels of the city and responded to calls either on foot or in RapidResponse police speeders and Coruscant police speeders.[15] Most often, the police droids were the first responders to situations. They created perimeters, questioned witnesses, and collected evidence before handing the cases over to organic police officers and investigators. Police droids were armed with blaster pistols and batons.[6] The police droids were involved in several cases, including the investigation of the kidnapping of Che Amanwe and Chi Eekway, the daughters of Chairman Papanoida of Pantora.[14] They also assisted Lieutenant Tan Divo during the homicide investigation of Rodia Senator Onaconda Farr. They collected evidence, secured the crime scene, and assisted in arresting the murderer.[6]

Behind the scenes

In the film Star Wars: Episode II Attack of the Clones which was released on May 16, 2002, Anakin Skywalker states that protection is supposed to be the job of the "local security."[11] The Coruscant Security Force has a significant back story coming from Star Wars Legends material. However, their first appearance in Canon would be in the Star Wars: The Clone Wars television series, specifically the episode "Lightsaber Lost," which aired in 2010. The episode introduced the police droids which were based on the Keystone Kops, a series of silent film comedies about an incompetent group of policemen. The droids also played a prominent role in the episode Senate Murders, and the episode commentary for "Senate Murders" states that the police droids had been used by the Coruscant police for a long time before being phased out by the time of the events of Star Wars: Episode III Revenge of the Sith.[19]

"Senate Murders" also introduced Tan Divo, a detective who was cast as an "old school," "by the book" police officer, yet who had a slightly comical element to him.[19] The online Star Wars Encyclopedia entry for Tan Divo, stated that he was an officer with the "Coruscant Security Force" confirming the name in the established Star Wars Canon.[1] Other entries for Coruscant police entities including the Coruscant underworld police,[2] the police droids,[3] and the Republic police gunship, called them the "Coruscant police". Specifically the entry for the Republic police gunship named it also as the "Coruscant police force" and detailed the relationship between mechanical and organic cops and their Coruscant Guard (clone trooper) counterparts.[4] In "Pursuit of Peace," it was revealed that the Coruscant police's emergency call number was 9–1–1.[15] "Pursuit of Peace" also shows a police droid drinking an unidentified substance. Whether or not the scene was to be taken seriously or as comic relief remains to be clarified.[15] The Coruscant underworld cops first appeared in the Star Wars: The Clone Wars television series, in the episode "To Catch a Jedi," which aired on February 24, 2013.
