Customs mandate 142-R4 was a ruling that gave the Thaereian military to power to inspect starships that were leaving the Cularin system. During the time of the Clone Wars, the Thaereian ship Thaere Runner ordered the Heroes of Cularin, who were attempting to fly a ship out of the system, to comply with the mandate and prepare to have their ship inspected.
