The Department of Punishment was an Imperial subdivision that was tasked with the torture of captured criminals. The Master Torturer was the head of the division. Han Solo was forced to sign a contract (via a droid) that gave Lord Vader direct permission to torture him to death, although he hesitated for some reason of which is unknown
