Dua Ningo was an elderly Sullustan that operated as an admiral for the Commerce Guild's Sullustan Home Guard, in which he was tasked with overseeing defense of the Sullust sector and interests that belonged to SoroSuub Corporation. Later on, after the outbreak of the Clone Wars, Ningo and the Commerce Guild joined the Confederacy of Independent Systems to fight against the Galactic Republic, continuing to serve his previous role as an admiral for the Separatist fleet. As the war continued to rage, Ningo was charged with supervising construction of a Separatist flotilla of Bulwark-class battle cruisers, hoping that it would be completed two years after the war began. He had also hoped that the cruisers could be used in an attack on the Republic capital, the planet Coruscant.[1]

Dua Ningo was mentioned in the current Star Wars canon in Rise of the Separatists, a 2019 supplement to Fantasy Flight Games' series of Star Wars Roleplaying products.[1] In the Star Wars Legends continuity, Dua Ningo was introduced in The New Essential Chronology, a 2005 reference book authored by Daniel Wallace and Kevin J. Anderson.[2]
