The Eddicus-class planetary shuttle was a planetary shuttle produced for the Galactic Senate as formal diplomatic transports and a localized version of the Consular-class space cruiser.

Shuttles of this kind were equipped with deflector shields, advanced sensor/electronic countermeasure systems, a sound-dampening field, and a transparisteel dome for guard surveillance.

They were named after Supreme Chancellor Anwis Eddicus for his part in ending the Death Seed plague.
Shuttles assigned to the Chancellor's office were painted the blue color of the Republic. They were introduced early enough to be used by Chancellor Kalpana.
Senator Palpatine was a member of the Senate subcommittee that was responsible for producing them, and it was he who suggested that a Kuat corporation manufacture them instead of a Corellian one.
Officially, the reason was to ensure no one could accuse the Senate of pro-CEC bias; the real reason was that Palpatine was connected to Kuat Systems Engineering, and had them install secret listening devices. No one suspected, and they gave him an amazing edge on insider knowledge.
