The Elders' Council was one of two political councils of the Ssi-Ruuvi Imperium. It was endowed with both judicial and legislative powers. The Council was occupied by blue Ssi-ruu.

Together with the Conclave, the Council elected the shreeftut. The Council and the Conclave were bitter rivals over which was to be the dominant power in the Imperium, and often it was only the shreeftut's influence that prevented civil war.
