Doctor Eloy was an Imperial scientist. Along with Bevel Lemelisk, he was one of the chief designers on the Death Star battlemoons, and by 0 BBY, he was apparently the overall head of the Hammertong project, developing the battlemoons' superlaser prime weapons.

When Kellering contacted Manda D'ulin and her Mistryl Shadow Guard team to secure their help in transporting Hammertong off-world, he told them that Eloy wanted them to reinforce the Imperial security team led by Captain Drome. However, given the speed and firepower with which the Imperial guards subsequently attacked the Mistryl, it is not clear whether this was the truth.
