The Encumbered was a term used by the Sith Lord Daiman to refer to his subjects in the Daimanate. The narcissistic Sith Lord believed that he was the creator of the universe and that all other sentient beings and creatures were soulless automatons created by his will. The Encumbered were burdened with the functions and orders that he had assigned them with. He also regarded all his subjects as mere extensions of his will.
