Doctor Fesjo Negleem was the former chief of the Imperial Biological Weapons Division of the Galactic Empire. Fesjo Negleem was a megalomaniac who believed that biological weapons were infinitely superior to standard methods of waging war. He was responsible for the outbreak of Candorian plague on the planet Sedesia and is implied to have been responsible for the destruction of the planet Dentaal.

Fesjo Negleem considered the operation on Dentaal to be a failure (referring to the event's perpetrators as "Bunglers") and had a more devious scheme for Sedesia. He would infect the population of Sedesia with Candorian plague then have COMPNOR forces routinely give inoculations to the planetary personnel so that they were forced to remain loyal. Rebel spies revealed the truth of Fesjo's scheme and the entire planet revolted as a consequence.
