R4-D23 was an R4-series agromech droid operating on Coruscant. He was a typical R4, but also wore a blue cone-shaped hat with star and moon shapes in its design and included black "ears." He was known to frequent the local droid spa for oil baths and recharging. He included a Burtt acoustic signaller.

This droid was a toy made available exclusively from Disney during the company's D23 EXPO in August, 2015. D23 is the company's official fan club named for the year of the company's founding, 1923. His hat is patterned after a hat worn by Mickey Mouse in "The Sorcerer's Apprentice" segment of the animated film Fantasia. The hat was also made available for Droid Factory's customizable figures, and was included with its R5-D23 figure.
