The First Administrator was the head of the Old Republic, New Republic and Galactic Alliance General Ministries. The First Administrator was charged with setting down the protocol of the Ministries, and funneled information from the General Ministry to the Supreme Chancellor during the Old Republic and the Chief of State, as well as the Ruling Council during the New Republic.

Nanaod Engh served as First Administrator during the Black Fleet Crisis.
