Foga Brill was an Imperial Moff and Warlord.

In the last years of the Old Republic, Foga Brill served as Director of Investigations for the Judicial Department, hunting down criminals throughout Republic space. He became a staunch supporter of the New Order, and was rewarded by being appointed as a Moff, and Governor of Prakith, one of the first fortress worlds in the Deep Core.
A thin man whose hair turned gray as he grew older, Moff Brill remained in power behind the defenses of Prakith until the last years of the Galactic Civil War. By 17 ABY, although he retained a nominal allegiance to Grand Moff Gann, he was an independent Warlord in all but name.
Taking the title "His Glory, the potent and courageous Governor-for-Life", Foga Brill reorganized his fortress world as the Constitutional Protectorate of Prakith, renaming the defensive fleet as the Grand Imperial Navy and establishing a paramilitary militia known as the Red Police. By a mixture of bribery and terror-tactics, he ensured the loyatly of the military and the quiescence of the civilian population. The singular purpose behind this action was to protect his holdings from a invasion by the New Republic. But by 18 ABY, no invasion had taken place and, with Brill descending into paranoia, was killed by his officers, who then attempted to broker peace with the New Republic.
