The result of the debate was add the {{Interlang}} template to the Layout Guide, with Interwiki links moved above the "Categories" section of an article and the Interwiki links section updated to reflect the template code. Now that we've deployed Template:Interlang per the relevant CT, I just wanted to formalize an amendment to the Layout Guide, in two small but rather important ways.
First, the "Interwiki links" section should be moved above the "Categories" section, for technical reasons. Since it uses a template rather than MediaWiki-style language coding, wiki-editing tools will want to put categories below it anyway.
Second, the "Interwiki links" section should be updated to reflect the template code rather than the MediaWiki code:
Old section:

Links to other Star Wars wikis
Interwiki links should be listed in alphabetical order and are placed after an article's categories.

Interwiki links should be listed in the {{Interlang}} template placed before an article's categories. The "xxFA=" operator will indicate that an article has reached "featured" or equivalent status on its host wiki.
Anyway, this should be a no-brainer, since bots and semi-automated editing tools are pretty much going to make it the standard whether we codify it or not. I just think it's best to get things like this written down somewhere.
