Detailing how member worlds were supposed to behave, it included the Anti-Sedition Provision, Law Enforcement Tools Provision, and the Suspicious Silence Provision. Any inquiries into the Loyalty Act or other Galactic Alliance laws would be noted in the being's permanent personal file.
