Colonel Gert Talnin was an Imperial officer in charge of the Bestine starport on Tatooine. All incoming and outgoing space travel had to be authorized by him.

Talnin owed Wlinc Tchrr (a Hutt bookmaker) money from gambling bets. He unsuccessfully tried to pay his debt with travel vouchers, which Tchrr didn't accept.
