The Governor of Galidraan was appointed to that position by the Galactic Republic no later than 44 BBY.

That year, he hired the True Mandalorians to deal with political protesters to his rule; at the same time, under the advice of the Death Watch, he told the Jedi that the Mandalorians were butchering civilians. A Jedi task force under Dooku eradicated the True Mandalorians; the Governor took the armor of the survivor, Jango Fett, and sold him into slavery.
Two years later, Fett returned to reclaim his armor, forcing the Governor to tell him the whereabouts of Vizsla, the Death Watch leader.
