Govin Thane was an Imperial Captain in the Imperial Security Bureau, stationed in Cloud City after the Battle of Hoth. Lacking compassion, morals, or mercy, Thane was assigned to track down a group of Rebel refugees within Cloud City and hoped for a slaughter as we and his team of Imperial operatives and bounty hunters went about it. He hired Jodo Kast and Zardra to seize a datacard with the location of the refugees.
