The LQ Flagship Havelon was a capital ship that served as Wilhuff Tarkin's flagship above the planet Despayre, while the first Death Star was undergoing completion. It was aboard Havelon that Tarkin received Darth Vader for his inspection of the station's progress.

LQ is a naval designation for drafting services, which in that context relates to hull construction. It's possible this designates Tarkin's vessel as the flagship for the Imperial Navy's spaceborne building efforts, in this case, the Death Star battlestation.
