Head of Government was a political title used to describe someone who led a government on a day to day basis, while a Head of State was the formal chief executive.

• Chamberlain, head of the government of Munto Codru.
• First Minister, head of government on several planets, such as Ando and Commenor.
• Governor, head of government and leader of the Royal Adivisory Council, or cabinet. The Govenor of Naboo held primacy over the Govenor of Rori on the Council.
• Grand Vizier, head of government of the Galactic Empire.
• Prime Minister, head of government on several planets, including Bakura, Kamino, and many others.
• Premier, leader of Garban
• Premiere, head of government of Kabal.
• Supreme Chancellor, head of government of the Old Republic.
• Vice Chair, assistant to the Supreme Chancellor in the Old Republic Senate.

Many of these offices were considered Head of State by virtue of being the highest office.
