The term High Commander was used to describe very senior officers in the Imperial Military hierarchy.

In an Oversector, the title of "Priority Sector High Commander" was given to the senior military officer, normally the Grand Moff himself. It seems likely that, on the same model, ordinary Moffs usually served as High Commanders for their own sectors.
