The Imperial Citadel was the structure the surviving Sith relocated to following the Great Hyperspace War. They were led there by the individual that would become the Sith Emperor.

Within the Sith's first century of their retreat to Dromund Kaas deep in the jungle they constructed the glorious Kaas City, in testament to reestablishing the grand Imperial society lost in the Great Hyperspace War, with the mighty citadel which was known to house the Emperor and his Dark Council.
