Jacc Mandelbrot was a man who operated the Royal Casino in Cloud City, on the planet Bespin. By the time of the early years of the Galactic Empire, Mandelbrot was in his forties and had owned the Royal Casino for a number of decades. In about 17 BBY, Mandelbrot hired a group of undercover Alderaanian Resistance agents to provide security at the casino during the Cloud City Sabacc Tournament.
