Jan Hailbrock was the supplier of illegal weapons and exotic items to influential persons on Procopia in the Tapani sector. Since he supplies to the Procopian elite the custom officials tended to overlook his activities.

Jan was also a secret Rebel sympathizer who was able to supply weapons and armor to cells working in the Tapani sector.
