BiographyEdit

Moff Graffe was known to be a schemer and manipulator. For example, he instigated alien riots in order to provide cover for a new "security tax" and hired gangs to commit terrorist acts in the name of the Rebel Alliance. These terrorist acts included bombing a concert hall in the name of Alderaan and killing podracers at the Togatto Speedway. Graffe was an acquaintance of Garthus Hal, an explosives expert; the two met playing sabacc.
