Kadir was an Imperial Moff, commander of the Coruscant Security Force, and conspirator in Grand Moff Trachta's unsuccessful plot to assassinate Emperor Palpatine and Darth Vader.

In 1 BBY, Kadir, Darth Vader and Grand Moff Trachta were testing the blaster accuracy of Imperial stormtroopers. Vader was impressed by their skill and ordered an entire battalion of them to escort Grand Moff Wilhuff Tarkin to the Death Star. Kadir objected Vader's orders and refused to obey them, because the stormtroopers were assigned to Coruscant City Guard, but the Dark Lord reminded him that the former commander of Coruscant Security Force was executed for demanding more soldiers. Vader's arrogant behavior frustrated and angered Kadir, who started to despise the Sith. When Kadir and Trachta met each other, the young Moff told he didn't understand the Sith and their strange "religion". Trachta promised to contact him later, and Kadir was quickly recruited to Trachta's treacherous plot to eliminate both Emperor Palpatine and Darth Vader.

For over ten years, Trachta had secretly masterminded the conspiracy to overthrow the Sith and take control of the Galactic Empire. The plan involved cloned stormtroopers that were "programmed" and trained to be loyal to Trachta, instead of Emperor Palpatine. However, Grand Moff Bartam, one of the key members in the plot, attempted to become the leader of the conspiracy, and Kadir did not do anything to stop the conspirators killing each other. In the end, Trachta, Bartam and most of the other conspirators were dead, leaving Kadir, an Imperial assassin named Gauer and the treacherous Second Officer Dezsetes the only living members in the conspiracy. The deaths of Trachta and other conspirators also made Kadir's own plans possible: he had decided to use Trachta's clone stormtroopers to finish the late Grand Moff's plan, by killing the Emperor and taking control of the Empire.

Kadir, Gauer and the stormtroopers marched to the Imperial Palace, where the soldiers killed two Imperial officers blocking their way to Palpatine's throne room. Kadir and the stormtroopers went to the throne room and attempted to kill the seemingly lone Emperor, but the Moff and his troops were suddenly ambushed by the Royal Guards. Gauer fled from the Palace, leaving Kadir alone as his soldiers were slaughtered by the Royal Guards and finished off by Palpatine's force lightning. Kadir was knocked out earlier in the struggle, which saved him from being electrocuted by the lightning bolts. When Kadir regained his consciousness, the Moff took his last opportunity to kill the Emperor and tried to shoot him with his blaster pistol. Kadir's blaster bolt missed its target and Palpatine was going to kill the traitor, but Kadir claimed Vader was killed by the other conspirators and offered himself to as Emperor's Sith apprentice.

However, the Emperor knew Kadir was lying and activated a holocam that showed Vader conforting Dezsetes and his clone stormtroopers aboard the Imperial Star Destroyer Mathayus. Kadir and Palpatine witnessed Vader eliminating Dezsetes and the soldiers. The unlucky Moff was swiftly electrocuted by Palpatine's force lightning after Dezsetes revealed that the mastermind behind the plot was Trachta. The deaths of Kadir and Dezsetes brought the conspiracy to an end.

Kadir is sometimes assumed to be Moff of Imperial Sector, including the planet Coruscant and a number of other star systems. In fact, there is no evidence that he is anything more than the head of Coruscant Security Force, which would, by implication, be constituted as a sector in its own right, just as Imperial Sector is part of Imperial Center Oversector.

The name Kadir is possibly derived from the Turkish language, where qadir means "fate". Also, Qadir is an Arabic name meaning "capable".
