He and his Padawan, Etain Tur-Mukan, were assigned to Qiilura, a planet oppressed by the Trade Federation. Their communications with the Jedi Council were cut off, while Fulier infiltrated the local farms and attempted to gain the farmers' trust. Fulier was captured after one of Ghez Hokan's men sounded the alarm and the Jedi was interrogated to death by Hokan, who took possession of Fulier's blue lightsaber.

Those that knew Fulier noted that he never backed down from a challenge. While on Qiilura, Fulier used his and Etain’s entire supply of bacta spray to help the villagers instead of keeping any for their own use. He was captured while trying to teach one of Hokan’s thugs a lesson about abusing the townsfolk. Fulier refused to let a difficult or impossible situation stop him from doing what he felt was right, no matter the consequences.
