Kells was the floating capital city of the planet Serob 6. Only 1% of the population was made up of the indigenous Sorkis, who preferred to dwell underwater; the rest consisted primarily of Humans and other offworlders. These offworlders included masses of tourists, the local Imperial governor and his staff, and an Imperial garrison.

During the Galactic Civil War, the city was bombarded by a droid-manned fleet sent by the AI. The Imperial Governor ordered the citizens to evacuate the city and seek refuge in underwater abysses.
