Kestrel (Imperial)

Kestrel was an Imperial cadet who was serving in the Imperial Academy.
When Trever Flume arrived at the Academy under the alias of Fortin, Kestrel berated him for not wearing his hat as per regulations. He was then assigned by Maggis to be his watcher. In flight class, Kestrel was beaten by Trever and Lune Oddo Divinian. Kestrel was one of the considerations for the next Imperial project before it was turned to Lune. Kestrel was soon witnessed to Maggis' defection and Trever's escape.
