Kugg was a Gamorrean dictator of the planet Dodz about 10-6 BBY who may or may not have been officially elected Governor but grew angry when not called on by that title.
He relied on his war droid, the Destroyer to do his bidding whenever the planet's merchants did not pay his huge tax increases. For pleasure and enjoyment, he watched tapes of the Destroyer's destructions. Although a Gamorrean, Kugg had unusual natures for his species, he spoke Basic quite well and seemed highly intelligent, yet he was somewhat of a coward preferring to stand behind his enforcer rather than do any of the dirty work.
When the young resident of Dodz, Jost Ellon, stood up for his people with the aid of R2-D2 & C-3PO and his outdated Ranger X-1 war droid, the Destroyer was destroyed in a battle with the Ranger X-1 and the citizens of Dodz abducted Kugg so he could face trial for his actions, ending his tyrannical reign.

In the story, he is not identified as a Gamorrean, but his basic appearance leads one to believe that he would be of that species.
