The L-23 blaster pistol, a BlasTech Industries product, was produced in such large numbers, and was so widely distributed, that it was commonly available through the black market and underground dealers in rather large numbers. Of course this meant that many of the weapons made their way into the hands of the Rebel Alliance, despite the Empire's regulations on blaster weapons.
