M'kae was an officer of the Galactic Empire's Imperial Navy. He was stationed in the town of Restuss in 1 ABY, prior to the Battle of Restuss.
He later became the Communications Officer aboard the Imperial II-class Star Destroyer Avenger during the Hoth campaign. His duties also included the coordination and testing of tractor beam equipment. He was the officer to pass along Darth Vader's request for an update on the pursuit of the Millennium Falcon to Captain Lorth Needa. The captain took full responsibility for the loss, and went to apologize to Vader, a decision that cost him his life.

M'Kae was played by Mark Capri. In a later scene of The Empire Strikes Back, when Admiral Firmus Piett gave the order to ready the tractor beams on the Executor during its attempted capture of the Millennium Falcon, reused footage was shown of the Avenger's crewmen, M'kae included. Since M'kae is a part of the crewmen on the Avenger, it is unlikely that the character is actually intended to be M'kae, simply just reused footage.
