"For a Jedi to interfere with a culture on their homeworld would have been to pass judgment on them on behalf of the Republic."
―Master Marspa[src]

Marspa was a male Jedi Master who served the Jedi Order and the Galactic Republic sometime after the Ruusan Reformations that served as the catalyst for the Golden Age of the Old Republic.

A Force-sensitive male, Marspa was educated in the ways of the Force by the Jedi Order, eventually attaining the rank of Jedi Master. During his years of service to the Galactic Republic, Master Marspa selected the Initiate Imina as his Padawan. Traveling the galaxy together, Master Marspa tried to instill the meaning of the Jedi Code on Padawan Imina over the years. While traveling, Padawan Imina grew confused as to why the Jedi could intervene to prevent domestic violence on Ord Mantell but not slavery on Nal Hutta.[1]

Master Marspa explained that because Ord Mantell was a member of the Galactic Senate, the Order could intervene and assist the government. Because Nal Hutta remained outside the galaxy-spanning government, for the Jedi to act would be to impose the laws of the Republic on non-member states and their citizens.[1]
