The Non-Aggression Law was an act passed by the Chiss Ascendancy in 965 BBY. It forbade any act of preemptive or aggressive military actions to be undertaken by the Chiss.

Thrawn's violation of the Non-Aggression Law in 27 BBY, when he destroyed the Outbound Flight, led to his exile from the Ascendancy.

Jacen Solo, aware of the Chiss policy on preemptive strikes, attempted to frame the attack of a Chiss supply depot at Thrago on the Killiks, hoping to incite a Chiss counterstrike.
